General Eligibility and State Authorization
The University of Arizona, like all higher education institutions, is required to obtain authorization from individual states and territories to enroll students residing outside of Arizona. The University of Arizona can enroll out-of-state and international students depending on the program. This includes students living in most U.S. states and territories.
Due to legislative regulations, however, Arizona Online courses with internship, field experience, or clinical rotation components may not be available in the following U.S. territories:
- America Samoa
- Guam
- Northern Mariana Islands
Read each program description carefully; it will include more information about program availability. Below, you will find additional details on program-specific eligibility requirements.
Online Programs with Required Internship Components
Due to legislative regulations, the University of Arizona cannot currently consider applications for an online degree or certificate program that includes a required internship component from applicants whose primary residence is in any of the above territories. For details about regulations in your territory, consult the territorial governing body for education or learn about the efforts of the National Council for State Authorization Reciprocity Agreements. If you reside in one of the above territories, the University of Arizona welcomes your application to one of our face-to-face programs.
The following programs require internships or clinical rotations to complete the degree:

- Bachelor of Science - Care, Health and Society
- Bachelor of Science - Public Health
- Bachelor of Science - Sustainable Built Environments

Online Programs with Elective Internships
As a result of legislative regulations, the University of Arizona may not be able to offer elective internships to students whose primary residence is in any of the above territories. Students may still be eligible to complete the program without the elective internship. Please contact your enrollment counselor or the University of Arizona department offering your program for specific information. Arizona Complaint Resolution Process
The University of Arizona is committed to helping resolve complaints in an equitable and timely manner. University of Arizona students with complaints or concerns are encouraged to first utilize the University of Arizona’s internal complaint or review policies. Most concerns can be resolved internally before contacting external state resources.
Students are encouraged to first speak with their faculty member concerning academic issues. If an issue cannot be resolved at that level, a student may contact the academic department head for information on how to proceed.
If the issue involves a dispute concerning a grade received in an undergraduate course, check the grade appeal policy in the University catalog. For matters involving allegations of academic integrity, check the relevant policies with the Dean of Students office.
For undergraduate concerns not met by the above policies, students may also contact the Dean of Students office for further information on how to proceed. For graduate concerns, students can view the Graduate College Grievance Policy.
In addition to the aforementioned resolution processes, the University of Arizona maintains links to various consumer information and contacts. Another valuable resource unique to the University of Arizona is the University Ombuds Program, which provides a neutral, informal, confidential, and independent resource for academic or workplace concerns.
If an issue submitted to the University of Arizona by a student is unresolved and involves a complaint arising under state laws, an Arizona Board of Regents policy, or any other matter, the student may contact the Arizona Board of Regents (in accordance with 75 Fed. Reg. 66865-66, Oct. 29, 2010), by visiting the ABOR website or by submitting a request directly. Students may also call the ABOR office at 602-229-2500.

Licensure
Seeking a career that requires professional licensure? Your license to practice may have specific state or national requirements. In many cases, if you are seeking a license for your field that goes beyond your diploma, you will need to reach out to a state or licensing entity to receive license credentials. The University of Arizona works to confirm if programs meet the educational requirements for professional licensure as a Certified Public Accountant (CPA). Other licensure requirements may include background checks, work experience, residency, fingerprinting, etc. All states and territories require passing the Uniform CPA Exam and the AICPA Ethics exam. Students who are considering an academic program that may allow them to pursue professional licensure in their state or territory are strongly encouraged to check their state’s or territory's information below and contact the appropriate licensing agency to seek information and additional guidance before beginning a program. All states and territories require 150 credit hours for licensure; therefore, the BSBA in Accounting program alone does not meet the educational requirements for licensure as a CPA. The required additional coursework can be completed at the University of Arizona through a graduate accounting program. In certain states, applicants may be able to sit for the CPA examination while completing their additional coursework.

Students in the MSA program come from a wide variety of backgrounds with various different undergraduate degrees. Based on the diversity of educational backgrounds, we often cannot determine if a student will meet the educational requirements for licensure in a particular state or territory. Students in the MAcc program are required to have completed an undergraduate degree in accounting. Accounting undergraduate programs vary, but the assumption has been made that students in this program will have completed at least 27 accounting units and 49 other business units as part of their undergraduate degree. With this assumption in place, the determination was made as to whether the MAcc program meets the educational requirements of each state and territory listed below. Students should check with their state licensure board and compare with their specific educational situation to determine if educational requirements are satisfied.

Each state and territory have different professional licensure requirements. The University of Arizona works to confirm if programs meet the educational requirements for professional licensure as a Doctor Nurse Practitioner in the AGACNP, PMHNP, FNP, PNP, NMW, EHSL, and CRNA Specialties. Recent changes to the Higher Education Act (HEA) of 1965 include a series of regulations on individual state authorizations concerning distance education programs. The State Authorization Regulations require The University of Arizona and the College of Nursing to comply with individual state higher education authorizations of our programs and thus we may not be able to offer programs in certain locations.
The College of Nursing also complies with state Board of Nursing and/or Nurse Practice Act requirements, which may limit the availability of our programs in certain states where teaching is considered an integral part of nurse practice.
Students living, working, and licensed in states not authorized must relocate to an authorized state (preferably Arizona) when completing clinical rotations. If the applicant is selected for admissions, they will be required to obtain a nursing license in Arizona or the authorized state to which they have relocated.
Should the student relocate to a non-authorized state following enrollment, they will have to transfer to a program authorized in that state.
Arizona introduced a new tier of legal service provider called the Legal Paraprofessional (LP) in January 2021. LP licensure is defined by ACJA 7-210, and the programs developed at Arizona Law comply with licensure requirements in Arizona for the BA in Law or the MLS educational pathways. Once a student completes both the underlying degree and required coursework, they may qualify for licensure in Arizona. The qualified candidate must pass at least two exams and a background check before the Board of Nonlawyer Legal Service Providers will determine if a license to practice as an LP in Arizona should be issued. Once the license is issued, the LP can become an Arizona State Bar affiliate member. Arizona is not the only state looking to expand services that licensed nonlawyers can provide to address unmet legal needs. Although other states have followed Arizona's example, the nonlawyer innovations have different names, scopes of authorized services, and qualification requirements in every jurisdiction. At present, no other state recognizes Arizona LP educational requirements as sufficient for licensure. This is a quickly evolving industry, so you are urged to check with your local jurisdiction to determine the status and requirements.

Arizona introduced a new tier of a legal service provider called the Legal Paraprofessional (LP) in January 2021. LP licensure is defined by ACJA 7-210, and the programs developed at Arizona Law comply with licensure requirements in Arizona for the BA in Law or the MLS educational pathways. Once a student completes both the underlying degree and required coursework, they may qualify for licensure in Arizona. The qualified candidate must pass at least two exams and a background check before the Board of Nonlawyer Legal Service Providers will determine if a license to practice as an LP in Arizona should be issued. Once the license is issued, the LP can become an Arizona State Bar affiliate member. Arizona is not the only state looking to expand services that licensed nonlawyers can provide to address unmet legal needs. Although other states have followed Arizona's example, the nonlawyer innovations have different names, scopes of authorized services, and qualification requirements in every jurisdiction. At present, no other state recognizes Arizona LP educational requirements as sufficient for licensure. This is a quickly evolving industry, so you are urged to check with your local jurisdiction to determine the status and requirements.

The University of Arizona's School Psychology Educational Specialist Program is approved by the National Association of School Psychologists. Upon graduation, students provide documentation to the National Association of School Psychologists, and they then receive their Nationally Certified School Psychologist (NCSP) credential. The NCSP is recognized by many states and facilitates expedited processing of state certification/licensure. As a nationally approved program, the University of Arizona training program meets or exceeds minimum training standards across the country. However, many states may have additional requirements such as verifying credentials, background checks, state-specific training, or other requirements. Applicants and current students will need to verify state-specific requirements and ensure that they complete the registration process for the NCSP upon graduation to have the most flexibility in obtaining certification/licensure in other states.

The UA Special Education-Deaf/Hard of Hearing program is nationally accredited through the Council on Education of the Deaf, which aligns with the Council for Exceptional Children’s (CEC) “Initial Specialty Set: Deaf and Hard of Hearing.” In addition, we are an approved program through the Arizona Department of Education that leads to “Hearing Impaired Special Education, Birth-Grade 12” teaching certification, which aligns with InTASC and ISTE standards. The philosophy of the UA DHH MA program is grounded in the principle of meeting the individual needs of DHH students. Our aim is to prepare highly-skilled teachers to work with DHH children and their families within various learning environments, taking into account the student, their family, and the community in which they live. The program’s goal is to prepare beginning TODHH with strong, foundational understanding of the needs of DHH students, effective pedagogy, culturally-responsive teaching, evidence-based assessment and instructional practices, and special education law and policy as they relate to the DHH population. Program outcomes are as follows:
